3 - Wow, this little challenge (quiz) drummed up some interesting information, since mostly nerds follow your blog, I think that it would be resonable to state up front if google was not allowed.
Since you mentioned wargames in your post (in the link), I'm assuming that's what is considered the first.
So, if Wargames from 1983 is not the second, then TRON from 1982 (A hacker is split into molecules and is transported into a computer) and The Last Chase 1981 (Franklyn Hart played by Lee Majors takes a computer hacker played by Chris Makepeace on a journey across the US to to California) both could not be the second movie.
The Oxford Blues from 1984 has a character that was only described as "computer hacker", but, was produced in the US, so that's out.
The Armchair Hacker from 1985 (A computer hacker uses his high-tech skills to get into personal computers) is produced in the US, so its out.
Timeslip from 1985 (A computer hacker battles evil computers and other hackers electronically) was produced in the UK, so thats my guess.
Prior to this research, I only knew about Wargames & TRON, however, I'm convinced that I could come up with earlier movies where there is major plot dedicated to um... unlocking computers. { Link } Since the Word hacker was not really associated to computer unlocking until the early 80's I think those entries would not apply.

I also didn't take into consideration Sylvia or Hursley.
I did find a completely wild guess Impatto mortale from Germany, 1984 { Link } but, the description was vague and frankly I'm tired of the topic

I'm pretty sure that everyone will agree that Wargames was the biggest early movie featuring a computer hacker.
If you believe in Wikiality { Link } , Wikipedia credits Wargames as the second hacker movie.

Sylvia is the password used to get into the 'Champers' tape. And I mean tape - a 300 foot spool of half-inch tape.. Using a BBC Micro.
I remember seeing this back in '87 and thinking 'wow'.. Some five years before the first web browser, and the year I got married.
