Road Tax and the Spy in your car

Here in the UK, despite paying £180 a year in car tax, and 75% duty on a £5 ($8USD) gallon of fuel, our government now want to equip all cars with sensors so that they can track them - ostensibly to provide road usage information so that they can tax heavily congested areas. We are already one of the most heavily taxed road users in Europe - if not the world. Why do we need this ? Is this to automatically issue speeding fines ? Allow the government to track each and every vehicle (despite thousands of speed cameras).
